Reacting badly to friendly people

My 9mo baby has been reacting very badly to strangers lately. 
For example when we’re out, he’s happy looking around at people. But if someone in a shop speaks to him directly, he instantly bursts into tears. 

It’s quite embarrassing because people are trying to be nice, and it makes them feel bad when he cries so badly. 
I know some clinginess and stranger fear is normal, but is there a way we can move past this? Is it happening because we haven’t been out much due to COVID?

Sounds within the range of normal stranger anxiety to me. Exhausting for both you and bubs I imagine. Things will get better in time.

Developmentally it’s great, it’s what a 9 month old is supposed to be doing. It will pass. Eta When I re read my post I sounded dismissive, sorry, it’s difficult in the meantime - I remember saying to people ‘she’s going through the stranger phase’ and a lot of people would get it
