I'm not one of the Admin stuff and I can't see your settings, but I thought I would see if you have tried a few things. I'll give you a few step by step instructions for you to try.
For the Siggie/Ticker:
Click into your profile
At the bottom of the box titled "My Content" you will see "Edit your Signature", click on that.
In the box that appears, enter in your siggie or ticker code.
Then under that box, click on "Update My Signature"


The page should refresh and save your siggie.
The other thing is, can you see other people's siggies?

As for the PM's, I'll go through the steps to check if you have them turned off.
Click into your profile
Scroll down, you will see in the second column, under "Options", there is "Board Settings". Click into that.
Check that you have the PM function switched on. That option is under "Personal Messenger Options".

If you can't see any signatures, this is also the area to change those settings.

If none of these help, let me know and I'll alert the Admin team in case they don't see this thread first .
