I would just put something alone the lines of 'Thinking of you, and love you. Always'

You don't need a lot of words, even just putting 'Love you' would convey that you are thinking of her and acknowledge her pain.

I had a miscarriage last year and I had a friend with the same due date. When the other girl's baby was born, a mutual friend just sent me a message of "I know this must be a hard time for you and I'm thinking of you." That was all I needed - it helped so much just to know that someone else knew I was going through a terribly difficult time.

Perhaps follow it up with a phone call in a week or two? Just so she knows she can talk about it if she wants to. I had another lovely friend who said I could talk to her about it, or she could do her best to take my mind off it - whatever was right for me moment to moment.

Just "I'm thinking of you today" is really enough.

No one remembered my due date - not even DP - and it was a really sad and lonely day for me.. if I had got a card like that it would have meant the world to me.

What a lovely friend you are. I wish there were more like you.

I'd just write something acknowledging that it's a difficult time and that she is in your thoughts. Use her baby's name as well.

Have thought about sending her a song, either the actual song or lyrics. I'm a huge fan of Ed Sheeran and he has a beautiful song called Small Bump about a pregnancy loss. Here are the lyrics but I would recommend the actual song as Ed's voice is so poignant.

I have received a few of these cards over the years and the kind thoughts mean so much.

Honestly a really short message like the others have suggested is perfect.
