subsidised universal Childcare OR tax-deductible Home Services?

Which government policy would you prefer? Which would be better for everyone? Canada and Norway have the former, whilst Sweden and Finland allow people to deduct half the cost of household services such as cleaning, cooking, lawn-mowing and babysitting from their tax bills.
