My sister and I own a rental property together.
We have had it managed by a certain company, and thought everything was fine. Nothing out of the ordinary with inspection reports etc.

At the end of last year that real estate company sold their rental list to another company, but didn't tell us straight away.
I found out because right before Christmas (like the week before) I got a fairly stern phone call from the new real estate company (who I had no idea that our rental was now being managed by) agent asking what I was doing about 5 different issues, one of them being that the tenants were going to run out of water and had been asking about a refill for the last few months, and it was now at the urgent stage.

She spoke to me as if I had been purposefully ignoring the issues. We eventually got them water, but the other issues are big ones that I don't have the money for right now (none are an emergency) that could have been fixed easily if the previous real estate had been honest with us, but now require a lot more money due to time worsening the problem.
I had emailed the tenants (the new manager had forwarded me an email where they had listed the issues) and said that if there was anything in the future that they report that isn't addressed in a timely fashion, to please contact me also, as I was scared there would be a repeat of the situation.

I am really unhappy with the way that the property was managed and I feel that the old real estate agency has cost me a lot of money by not alerting me to the issues.

Does anyone know what governing body I can complain to, and if there is a course for me financially to take? I feel like I paid them money to manage the property and they did nothing of the sort.

You could try complaining to Reiwa.

You could also look at taking the realestate agent to court. This is what my girlfriend did when they had issues with damage at their property and they weren't able to recover the costs from the tenant.
