I am beginning to wean DS, 4.5 months, off the wrap.

He is currently wrapped with both arms out and is able to self settle between sleep cycles, but has a hard time getting to sleep because of his flailing arms. They flap about, and he pulls his dummy out. I am doing the pick up, put down routine, and a lot of the time he seems to be almost asleep, then the arms stir.

Currently I generally have to pin them down to his chest with my hand, and that seems to help a bit. I am thinking about introducing a comforter, to give him something to hang onto, but am worried about the SIDS risk.

Any tips for flailing arms would be much appreciated!

Have you tried an angel wrap? It's where you wrap with the arms up but still contained, so they can hold themselves up if they roll or suck their hands to settle themselves, but can't really flail about. You can see videos of how to do it on YouTube.

We wrapped DS until he slept worse with the wrap than without. It was at that point that we introduced a comfort toy - but he was 8 months then.

Is your child maybe just a little too young to lose the swaddling? My son's five and a half months and he is flailing now without a wrap, but it's been too hot to wrap him. So he flails and moves himself around a lot and takes longer to settle, usually about half an hour, but eventually he does. With persistence he is now not yelling much at all, just wrecking his bedding and eating his teddy and stuff until he's asleep.
