I love Otto! Not sure about Maximillian though, bit of a mouthful. We have Otto on our list with Leonard as a mn.
Otto Leonard. Leonard is a family name. Are your mn's family names?
I think th other three all work nicely, I think choose your favorite first name and go with that!

Hugh Zachariah - it's nice. I'm not crazy about Zachariah
Declan Thomas - both nice names, think I would prefer Thomas Declan
William Theodore - easily the best of the bunch, I love this.
Otto Maximillian - very cool. has a slightly different feel to William Theodore, but I still like it.

I like Hugh, Thomas and William, dislike Declan, Zacharian and Otto, and really really really dislike Maximillian and Theodore - which means that I don't like both names in any of your combinations.

If I had to choose, I would choose Hugh Zachariah.

But if I could mix them up, I would much prefer:

William Hugh
Hugh William
William Thomas
Thomas Hugh

Hugh Zachariah - love Hugh, not Zachariah. Hugh Maximillian?
Declan Thomas - ok, prefer Thomas to Declan
William Theodore - lovely
Otto Maximillian - it works, I'm just not real keen on Otto.

I think they all work as combos, I'm just not keen on all the names individually. As MN's are not really noticed too much my favourite would be based on first name, so Hugh Zachariah, 2nd William Theodore.
