Just wondering roughly, what PM level Grug books would be?

Nobody has answered so I'll take a short. I'd say somewhere around 3-5ish if I'd have to guess. They go beyond the standard repetition of a level 1-2 text and probably vary sligtly from book to book. I tend to underestimate so I'd say closer to the 5 mark... Most FYOS kids would love Grug!! (Mr Men are good too but are probably somewhere around the 10-15 mark so great for shared reading).

There are still clear picture clues but I do recall one we have at home "Grug in the Playground" and I would add the disclaimer that these were clearly not written as levelled texts due to some bigger words (such as "strange" and "dangerous") (I read this book so much that I can still remember alot of it- "It was still dark... When Grug left home to go shopping in town. As the sun rose, Grug found a strange place. ..." (aaargh)).

When I am looking for texts for my kids to read at school, I am not so worried about reading level but that they can read about 95-99% of the words without problems and understand what's going on in the story/text. Also, that they love the stories/themes/characters. Some of the home readers you get are terrible because they are too worried about the levelled bit that there is no story. It's hard because some schools really push the level thing but I think kids really need to love reading first as then they will practice, will be successful and are motivated to keep learning.
