It is illegal (I also understand being caught b/w a rock and a hard place)

My kids go to OSHCare - it costs money but what price a child's saftey?

It's only illegal for under 13s in Qld as far as I know. It's definitely not illegal in South Australia.

As far as I know it is not illegal in NSW.

For someone who hasn't met the parent of the children you certainly know a lot about them ie: the car seats they sit in.

I would say let it be, how do you know that the mother hasn't lined up another neighbour to keep watch of the children or she phones in every 10min.

Just do as you are and be an eagle eye, that way if they are in trouble you will know about it.

I hope no one can identify you from any information in your posts, because if they can, you probably shouldn't be posting info about those kids on the www. I would be pretty annoyed if some random stranger posted if my kids were home alone and when on the www.

If you're that concerned, maybe speak to the grandparents and let them know that if the children ever need someone for any reason, you're home and can assist?
