I have just been reading all the replies (especially the OPs) and have had an idea.

How about your daughter investigate doing the Adult Literacy Tutor course at TAFE?

She wants to be a writer you say? So I would imagine that literacy and reading are very important to her. Well Adult Literacy Tutoring is VERY important.

Someone who enjoys language and grammatical structure would get a great deal out of that course, a great deal indeed and the act of helping an adult with low to no literacy skills might be the wake up call she needs to realise she is an adult, and adult with a LOT of advantages in life.

It is a great way to put the excuses 'I can't find a job, it's too hard' into perspective - when you are working with a person who generally HAS found a job, runs their own household, raises children, etc all without functioning reading and writing skills then you gain a bit of perspective on your own 'struggle'.

It is also very rewarding. A great way to build her self esteem and to be a useful member of society.
Imagine being able to reply to the question "What do you do?" with "I'm an adult literacy teacher at the moment" instead of "I've dropped out of Uni so I sit in my bedroom at Mum and Dad's house all day.."

OP you are treating your adult daughter as a child.

An 'allowance' is what you give a child so that they can learn to budget, so they can function independently when they hit adulthood -

IF your daughter was able to receive Youth Allowance it would be a scant $400 a fortnight, - $400 a fortnight to pay rent, buy food, pay utilities, buy clothing et. al. I would be stunned if out of that you would have $50 'play money' a week... and I'm sure she would not be living in comfortable surroundings (with a maid - that's you OP!) and a private chef (that's you too)!

She would be off her backside before you could say 'poverty line' and out there searching for a job.
