The reject shop has usually puppets for 2 dollars ish. They are pretty cute and would suit many ages. Wrapped up in a cellophane bag and ribbon, with maybe a baby 'treat' like a cookie, would be cute!

I recall giving small cardboard books, and my local Coles had tubes of Fisher Price Little people (just the individual people) and each 1 year old got a person. Balloons and bubbles are also good. If you have time to look around somewhere like Target or Kmart might have some small chunky toys ie little cars or boats, rubber balls that are not too small.

We did a frog themed party for DS's first birthday, and I made a little crochet frog (amagurumi style) for each baby (and older kid) to take home. They were a massive hit with the kids!
(Some parents thought it was a bit OTT, but hey, I'm a nerd. I like craft!). |

For dd1 we did some bath toys. For dd2 we did a teddybear picnic and gave everyone a little teddybear.
