I would just put something alone the lines of 'Thinking of you, and love you.  Always'

You don't need a lot of words, even just putting 'Love you' would convey that you are thinking of her and acknowledge her pain.

I had a miscarriage last year and I had a friend with the same due date. When the other girl's baby was born, a mutual friend just sent me a message of "I know this must be a hard time for you and I'm thinking of you."  That was all I needed - it helped so much just to know that someone else knew I was going through a terribly difficult time.

Perhaps follow it up with a phone call in a week or two? Just so she knows she can talk about it if she wants to. I had another lovely friend who said I could talk to her about it, or she could do her best to take my mind off it - whatever was right for me moment to moment.

Good luck OP.

Just "I'm thinking of you today" is really enough.

No one remembered my due date - not even DP - and it was a really sad and lonely day for me.. if I had got a card like that it would have meant the world to me.

What a lovely friend you are. I wish there were more like you.

I'd just write something acknowledging that it's a difficult time and that she is in your thoughts. Use her baby's name as well.

Have thought about sending her a song, either the actual song or lyrics.  I'm a huge fan of Ed Sheeran and he has a beautiful song called Small Bump about a pregnancy loss. Here are the lyrics but I would recommend the actual song as Ed's voice is so poignant.

You were just a Small Bump unborn, in Four months you're brought to life,
You might be left with my hair, but you'll have your Mother's eyes,
I'll hold your body in my hands be as gentle as I can, but for now you're scan of my unmade plans,
Small bump four months you are brought to life

and ill whisper quietly, I'll give you nothing but truth,
If you're not inside me, I'll put my future in you

you are my one, and only.
You can wrap your fingers round my thumb and hold me tight.
you are my one, and only.
You can wrap your fingers round my thumb and hold me tight.
And you'll be alright.

You're just a small bump unknown, you'll grow into your skin.
With a smile like hers and a dimple beneath your chin.
Finger nails the size of a half grain of rice.
And eyelids closed to be soon opened wide a small bump, in Four months you'll open your eyes.

and I'll hold you tightly, and tell you nothing but truth,
If you're not inside me, I'll put my future in you

you are my one, and only.
and You can wrap your fingers round my thumb and hold me tight.
you are my one, and only.
You can wrap your fingers round my thumb and hold me tight.
And you'll be alright.

and You can lie with me, with your tiny feet when your half asleep, I'll leave you be.
Right in front of me for a couple weeks.
So I can keep you safe.

Cause you are my one, and only.
You can wrap your fingers round my thumb and hold me tight.
you are my one, and only.
You can wrap your fingers round my thumb and hold me tight.
And you'll be alright.

cause You were just a small bump unborn for four months then torn from life.
Maybe you we're needed up there but were still un-aware as why

Another song that may be nice is Everything by Lifehouse.

I have received a few of these cards over the years and the kind thoughts mean so much.

Honestly a really short message like the others have suggested is perfect.
