For example, should I write:
"X comments that ...."
"X commented that..."?
ETA: I see the present tense used in texts and I think I have always used present tense, but if what I am citing is written a decade ago, the present tense seems inappropriate. I suppose it could be mitigated by stating 'in X's YR article, X comments that..."
